In Postscript, go to Messaging/Segments, then click Create Segment

Then Name the segment. You can use whatever name works for you, like HiTide.

In Segment Criteria select Subscriber Tags

Make sure to use the Subscriber Tags filter, not Customer Tags as the later will include only phones that have already purchased (customers).

Then select the HiTide value and click Save Segment
